The formation filing is rarely the critical path. A founder can create an entity quickly and still be unable to place a worker because the insurance binder, state accounts, payroll workflow or client terms are not ready.

A perm desk can move faster because the agency does not fund weekly wages. The minimum is an entity, tax setup, professional cover, terms of business, sourcing access and a repeatable candidate process. The first fee arrives on start date rather than after a payroll cycle.

Contract staffing adds dependencies. You need a payroll provider that supports the placement states, workers' compensation at the right class, a way to collect and approve time, a bank account, client credit checks and either reserves or an agreed funding facility.

Run the workstreams in parallel. While formation is in progress, draft the terms, obtain insurance quotes, choose payroll, prepare the funding pack and line up the first client conversation. Waiting for one task to finish before starting the next turns a month into a quarter.
