Your first client almost always comes from the network you already have in the niche you already know — a former employer's competitor, a hiring manager you placed into, or a client of the desk you ran. Cold outbound into an unfamiliar vertical is the slowest possible start.

Restrictive covenants are the constraint, not the strategy. Have a lawyer read your non-solicit and non-compete before you open, then work the parts of your network they do not cover — adjacent employers, candidates you placed, and managers who moved on.

Lead with supply, not with a rate card. New agencies win by turning up with a shortlist of credentialed, available people for a role the client is struggling with. That is a different conversation from asking to be added to a preferred supplier list, which is a twelve-month process.
