You can start a UK perm recruitment agency on very little: a limited company, professional indemnity and employers' liability cover, a job board or LinkedIn Recruiter seat, and terms of business. Temp and contract cannot be started on no money — you fund weekly worker pay against client terms of 30 days or more.

The cheap path is perm, sold into a niche you already know, invoiced on start date, with a rebate clause you can live with. Overheads can be kept to software and a desk for the first six months.

The moment you place a temp worker, the model changes. You are paying weekly and collecting monthly, and unless you have reserves you need invoice finance from the first timesheet. UK agencies also sit under the Conduct Regulations, and umbrella or PAYE decisions carry IR35 and Agency Worker Regulations consequences.

Plan the transition rather than stumbling into it. Build perm cash flow, arrange a finance line while you do not yet need it — terms are always better then — and only then take the first temp booking.
