# What payment terms should a staffing agency ask for?

## Direct answer

Ask for payment within 30 days of a correctly submitted weekly invoice, with a short timesheet-dispute window and interest on overdue sums. Sixty-day terms can be workable with funding priced into the bill rate; ninety-day terms are dangerous for a young agency because you pay workers for two months before collecting the first invoice.

## Key facts

| Fact | Detail |
| --- | --- |
| Preferred terms | Weekly invoice, payment within 30 days |
| Dispute control | Specific invoice line challenged within 3–5 business days |
| 90-day terms | Require explicit funding and credit approval before acceptance |

## Detail

Payment terms are a financing decision disguised as a sales decision. Every extra week between payroll and collection increases the cash tied up in each worker, and that cash grows with headcount.

Define the invoice clock carefully. 'Net 30' should run from receipt of a valid, undisputed invoice, not from an undefined month-end batch. Weekly billing with electronic timesheet approval is the cleanest way to keep the cash cycle visible.

Protect the undisputed amount. If a client disputes one worker's hours, the remainder of the invoice should still be due. Require a line-level dispute within a short period and make the client explain the correction, rather than letting an entire invoice age silently.

If a large client insists on sixty or ninety days, price the funding cost and the concentration risk before accepting. A prestigious logo can be an expensive lender if its terms consume the capital you need to service every other client.

Ask for a deposit or shorter first terms when the client is new or the role carries unusual onboarding cost. Once payment history is proven, you can extend flexibility from a position of evidence.

## How this differs by US state and metro

The answer above holds nationally. What changes locally is registration, insurance, wage rules and how much cash each contractor consumes — these are the states and metros founders ask us about most.

| Location | Metros | Local consideration |
| --- | --- | --- |
| Pennsylvania (https://launch-rec.com/start-a-staffing-agency/pennsylvania) | Philadelphia, Pittsburgh, Allentown | Health systems are excellent clients and slow payers. If your first anchor client is a hospital network, assume 45 to 60 day terms and a credentialing lag before the first invoice, and secure funding that covers both. |
| North Carolina (https://launch-rec.com/start-a-staffing-agency/north-carolina) | Charlotte, Raleigh–Durham, Greensboro | Long assignments in life sciences and banking give predictable revenue, which is exactly what a factoring underwriter likes. Predictable invoice quality here usually earns better advance rates than volatile light industrial books. |
| South Carolina (https://launch-rec.com/start-a-staffing-agency/south-carolina) | Charleston, Greenville, Columbia | Manufacturing and port work run high headcount at competitive rates. Volume is achievable quickly, which is precisely why the payroll gap becomes the constraint before the sales pipeline does. |
| New York (https://launch-rec.com/start-a-staffing-agency/new-york) | New York City, Brooklyn, Long Island | New York bill rates are among the highest in the country, which is good for gross margin and bad for cash: the higher the pay rate, the more each contractor consumes while you wait for the invoice. Factoring or payroll funding is close to standard here. |

## Local questions

**Does this change if I start in Pennsylvania?**

The national answer holds. What changes in Pennsylvania is local: Health systems are excellent clients and slow payers. If your first anchor client is a hospital network, assume 45 to 60 day terms and a credentialing lag before the first invoice, and secure funding that covers both. Check the Pennsylvania page before you register anything, and model the cash gap on Pennsylvania pay rates rather than national averages.

**Is the answer different in North Carolina than in Pennsylvania?**

The economics are the same shape; the local detail is not. In North Carolina: Long assignments in life sciences and banking give predictable revenue, which is exactly what a factoring underwriter likes. Predictable invoice quality here usually earns better advance rates than volatile light industrial books. That affects your registration checklist and your working capital number, not the underlying principle.

**Which US cities does this apply to?**

All of them — but we publish metro-level bill rate, wage and startup cost detail for Philadelphia, Pittsburgh, Charlotte, Raleigh–Durham and more, because pay rates and buyer mix vary far more between metros than between states.

**Do I need a separate licence in every state I place in?**

You register where you have employees and where you do business, not once nationally. Most states require unemployment insurance and withholding registration plus workers' compensation cover; a minority licence employment agencies, and some cities — New York City among them — licence separately from the state. Confirm each state and city before your first placement there.
