How do you fund a UK recruitment agency?

The short answer

UK temp and contract agencies fund the pay-to-collect gap with invoice finance — confidential invoice discounting if you run your own credit control, factoring if you want collections handled, or a full back-office funding package that also runs payroll and compliance. Perm-only agencies can usually self-fund from fees invoiced on start date.

The UK temp model has the same shape as the US one, with one extra pressure: VAT. You invoice the client for pay, margin and VAT, but you may owe HMRC that VAT before the client has paid you, so the cash gap is larger than the gross profit suggests.

Confidential invoice discounting is the cheapest mainstream option and keeps the client relationship with you, but funders expect competent credit control and reliable reporting. Factoring hands collections to the funder at a higher service fee and is common for very new agencies.

Full back-office funding is a distinct product in the UK market: the provider funds the payroll, processes it, handles PAYE, produces invoices and chases payment, usually for a percentage of turnover. It is expensive and it lets one person run a temp desk from day one, which is often the right trade in year one.

Whichever you choose, model the effective annual cost on the cash you actually draw and compare it with the gross profit the funded contractors generate. A facility that costs twenty percent annualised on drawn funds is cheap if it enables a desk running at twenty-five percent margin, and ruinous if the desk runs at twelve.

Do UK recruitment agencies need a licence?

Most do not. Recruitment and staffing businesses operate under the Conduct of Employment Agencies and Employment Businesses Regulations without a general licence, but labour supply into agriculture, food processing and shellfish gathering requires a Gangmasters and Labour Abuse Authority licence, and healthcare placement carries its own framework and regulatory requirements.
