Every US staffing agency needs an entity, an EIN, state unemployment and withholding registration, and workers' compensation. On top of that, some states license employment agencies, some regulate temporary labour specifically, and a few run their own workers' compensation fund. Register in every state where work is performed, not only where you incorporated.
