Can you start a recruitment agency with no money in the UK?

What it takes to open a UK recruitment agency on minimal capital, and where the limits of a perm-only start are.

The short answer

You can start a UK perm recruitment agency on very little: a limited company, professional indemnity and employers' liability cover, a job board or LinkedIn Recruiter seat, and terms of business. Temp and contract cannot be started on no money — you fund weekly worker pay against client terms of 30 days or more.

The cheap path is perm, sold into a niche you already know, invoiced on start date, with a rebate clause you can live with. Overheads can be kept to software and a desk for the first six months.

The moment you place a temp worker, the model changes. You are paying weekly and collecting monthly, and unless you have reserves you need invoice finance from the first timesheet. UK agencies also sit under the Conduct Regulations, and umbrella or PAYE decisions carry IR35 and Agency Worker Regulations consequences.

Plan the transition rather than stumbling into it. Build perm cash flow, arrange a finance line while you do not yet need it — terms are always better then — and only then take the first temp booking.

United Kingdom

How this differs across the UK

UK employment law is national, so the rules travel with you. Rates, buyer behaviour and the size of the cash gap do not — here is what changes region by region.

Scotland

Edinburgh · Glasgow · Aberdeen

Energy, financial services, technology and health and social care carry the contract volume.

London and the South East

London · Reading · Cambridge

Financial services, legal, technology and professional services buy the deepest contract volume, and most large buyers run PSL or MSP procurement you have to get onto before you can bill.

Manchester and the North West

Manchester · Liverpool · Warrington

Technology, digital, healthcare and logistics generate steady contract demand across the corridor.

The Midlands

Birmingham · Nottingham · Leicester

Engineering, manufacturing, logistics and warehousing dominate temporary demand.

Local questions

Does this work differently in Scotland?

The rules are UK-wide, so the compliance answer does not change. The commercial answer does: Energy, financial services, technology and health and social care carry the contract volume.

Do UK recruitment agencies need a licence?

Most do not. Recruitment and staffing businesses operate under the Conduct of Employment Agencies and Employment Businesses Regulations without a general licence, but labour supply into agriculture, food processing and shellfish gathering requires a Gangmasters and Labour Abuse Authority licence, and healthcare placement carries its own framework and regulatory requirements.
