Build direct clients first and use MSP programmes to fill capacity. MSP volume is real but arrives at capped rates, supplier fees and tiered access, so an agency built only on programme work has little pricing power and a thinner valuation.

Read the tiering before you sign

Tier-three suppliers commonly see requisitions only after two other agencies have worked them. Ask where you sit, how tiers are reviewed, and what the scorecard measures before committing delivery capacity.

Also confirm the VMS billing cut-offs. Portal timing usually drives your real cash cycle more than the contractual payment terms do.
