How do you check staffing agency licensing by state?
A repeatable licensing research process for US staffing founders, including city rules and healthcare-specific requirements.
The short answer
Check the labour, business or employment-agency regulator in the state where the worker performs services, then check the worker's city and the specific occupation regulator. Search for licence, bond, registration and fee requirements before signing the client. Healthcare, domestic staffing and talent agencies can each trigger a different rule set.

There is no reliable national answer because employment-agency rules are fragmented. The licence that matters may sit with a state labour department, a secretary of state, a city consumer affairs office or a healthcare regulator.
Treat each new placement state as an onboarding task. Record the regulator, licence name, renewal date, bond amount, permitted activity and whether the rule applies to a remote agency placing a worker inside the jurisdiction.
Healthcare requires a second pass. A general staffing registration does not necessarily authorise nurse staffing, home care or allied-health placement, and clinical clients commonly require credentialing evidence beyond the legal minimum.
Do not copy another agency's map. Its niche, worker model and client locations may be different, and licensing exemptions can depend on whether you are placing permanent candidates, employing temps or supplying domestic workers.
Have local counsel confirm the first state and use that answer to build a checklist, not a false sense that every state works the same way. Compliance should scale as a system of records, owners and renewal dates.
