What rights do agency workers have in the UK? 

The practical UK Agency Workers Regulations milestones agencies must track for pay, working conditions and client information.

The short answer

UK agency workers receive day-one rights such as access to collective facilities and information about permanent vacancies, and after twelve weeks in the same role with the same hirer they generally receive equal treatment on basic working and employment conditions. The agency and hirer must share information and keep assignment records accurate.

The Agency Workers Regulations are an assignment-management issue. The twelve-week clock relates to the worker's role with the same hirer, so an agency needs accurate start dates, breaks, role changes and client information rather than a vague note that someone is 'on site'.

The hirer supplies the information about comparable employees and working conditions; the agency applies the rules through payroll and the assignment terms. Put that information exchange in the client onboarding checklist.

Equal treatment is not a reason to avoid temp work. It is a reason to price and administer it properly. If pay changes after the qualifying period, update the bill rate at the same time or margin disappears silently.

Anti-avoidance rules matter. Artificially rotating workers or changing labels without changing the reality can create a larger compliance problem than the cost you were trying to avoid.

Give workers a route to ask questions and correct records. Good worker communication reduces disputes and improves the retention that makes contract staffing economically attractive.
